The description mentioned "paper" but these flower bags are all plastic and very well made. They look really nice and are a good size. There is no "paper." just plastic and very well sealed front to back. I only had some artificial flowers to use to test the durability of these bags and have to say I am impressed. The Bags come with a roll of fancy satin ribbon to enhance the look for gift giving. I highly recommend this item!
